Auditor Ruby assumed office as Oakland's elected City Auditor on January 1, 2007. She is a Certified Public Accountant who began her career with Deloitte & Touche. City Auditor

Assistant City Auditor Yeh has broad experience in municipal operations and financial management.  Previously a management consultant with Harvey M. Rose Associates, his performance auditing, budget analysis, and consulting project experience includes the cities of San Francisco and Los Angeles, as well as the counties of Los Angeles, Sutter, and Miami-Dade.  He holds a Master in Public Policy from Harvard's Kennedy School of Government and brings a degree of government savvy as a Palo Alto City Councilmember.

Sharon Ball, CFE
Fraud, Waste + Abuse Prevention Program Manager

Sharon has more than 35 years of auditing, investigation and program management experience in both the public and private sector. She was formerly an auditor for the U.S. Government Accountability Office (GAO) and recently served in numerous capacities for the Department of Energy and the Lawrence Livermore National Laboratory.

Lateeshi H. Dixon, MBA
Performance Auditor

Lateeshi holds a Master's in Business Administration and has taken coursework in pursuit of a Doctorate in Business Administration. She has served the City of Oakland as an auditor since 2007 and believes performance auditing is important because it allows for transparency and accountability within City government.

Tiffany Hooker
Receptionist to the City Auditor

Tiffany holds a Bachelor's of Arts degree in Multicultural and Gender Studies from California State University, Chico. She has more than nine  years experience as a Senior Administrative Professional and a background in grassroots community advocacy and activism; Tiffany has also worked for the Redevelopment Agency and the Department of Human Services at the City of Oakland.

Philip Lim
Performance Auditor

Philip has been an auditor in the Office of the City Auditor since 2003. He holds a Bachelor of Arts in Economics from UC Berkeley. Before joining the City of Oakland, Philip worked as an Associate for PricewaterhouseCoopers. He currently lives in Berkeley and enjoys volunteering for Earth Day and Creek to Bay Day.

Joseph D. Macaluso, MPA
Executive Assistant to the City Auditor

Joe holds a Master of Public Administration(cum laude) from Norwich University and a Bachelor's degree from San Diego State University with a double major in Communication and Political Science. He has more than eight years experience in the political and public relations industries and has provided executive staffing, project management, and strategic communications consulting to private companies, public agencies and political candidates/ballot measures.

Melanie holds a degree in Business Administration from the Haas School of Business at UC Berkeley and has four years of auditing experience. She joined the Office after working at PricewaterhouseCoopers. An Oakland resident for five years, she enjoys being a part of a team that is making a difference in the City of Oakland.

Tammy Willis
Performance Audit Manager

With more than ten years of performance auditing experience, Tammy is a former US Department of Justice, Office of the Inspector General auditor, where her work included high profile audits such as FBI Management over Weapons and Laptops and US Marshals Service Administration of the Witness Security Program. She was awarded the Inspector General's Award of Honor in 2001. She has been an Oakland resident for five years.

 

 

Masters Fellows

  Maria Elena Guadamuz, PhD Candidate
Masters Fellow

Maria Elena is currently a Masters-Fellow at the Office of the City Auditor. She is finishing her doctoral degree in Political Science at UCLA and also holds a Bachelor’s degree from Santa Clara University in Political Science and a minor in Economics.

 

Nathan Stalnaker
Masters Fellow

Nathan is the second-half of the Master’s Fellow Inaugural Class.  He holds a Master’s in Public Policy from William and Mary and a Bachelor’s degree from St. John’s College in Annapolis, MD.  He lives in Oakland for the food, the culture, the sunshine, and the people.

Nicole Costen
Reception Intern

Nicole is a sophomore at Hampton Univerity and is pursuing Mathematics before declaring her major next year. She has previously interned for Congresswoman Barbara Lee in both the congressional and campaign offices.

 

Keya Harvey
Communications Intern

Keya  Harvey has earned her bachelors degree in communications at San Francisco State University.  She has interned for prominent new stations, such as, CBS 5 and ABC7 and has aspirations of working in the field of broadcasting.  She is currently researching grad school programs at Cal Berkeley.

 

Daniel Tien
Communications Intern

Daniel is currently a senior at UC Berkeley double majoring in Rhetoric and Media Studies. Born in San Francisco and raised in Oakland, he has been involved in many school publications and has interned with MAPLight as a Communications Intern.
