We have reviewed the accompanying Community and Economic Development Agency (CEDA) Council Agenda Report and draft resolution proposing authorization by the Oakland City Council of the above-referenced agreement between the City and EDAW, Inc. SCOPE OF OUR REVIEWOur review was made on the basis of the Council Agenda Report, draft resolution, and other background materials provided by the Community and Economic Development Agency. We reviewed the report and resolution for contents, such as for consistency and agreement of information between them, the reasonableness of any assumptions or projections and accuracy of any computations presented, the availability of funding, and as to relevance to City goals and objectives. In addition, we reviewed the process that led to the selection of EDAW, Inc. as contractor, for fairness and for compliance with City rules and procedures. A summary of the results of our review is shown under Exhibit 1. CONCLUSIONIn our opinion, the proposed construction contract with EDAW Inc. merits a favorable consideration from the City Council. We hereby recommend its approval.

Funds shall come from grant source allocations from the California Coastal Conservancy ($200,000) and the San Francisco Bay Trail Project ($200,000) in Fiscal Year 2001-2002 (Fund 2159, Organization 88229, Projects G213010 and G213110). |
PROJECT DESCRIPTION |
The proposed agreement calls for the preparation of a detailed feasibility study, design for public access and other open space opportunities on the Oakland Waterfront with an emphasis on demonstrating the feasibility of relocating the current Bay Trail Alignment to achieve a shoreline alignment. The project includes the development of mapping associated with ownership, land values, potential contamination issues, site planning and design standards for Oakland's Waterfront and Bay Trail between Adeline and 66th Avenue. |
PROPOSED TIMETABLE |
The project will begin in June 2002 and is scheduled for completion within nine months. |
CITY PRIORITY GOALS/OBJECTIVES TO BE MET |
None directly are identified from the list of City goals and objectives. However, the completion of the feasibility and design standards will allow a coordinated vision by Oakland on the development and maintenance of its waterfront. |
PROJECTED BENEFITS TO CITY |
The project will enable Oakland to promote opportunities in the restoration of wetland marsh, control of shoreline erosion and possible acquisition of open space, among others. |
