SUMMARYThe Measure H Charter Amendment, which was passed by the voters at the general election of November 5, 1996, requires the City Auditor to prepare impartial financial analyses of major expenditures prior to their approval. Since our Office lost one of its six positions through Council mandate,
and we received eleven Proposed Resolutions that were due to the City
Manager by October 2, 2003, we did not have enough staff to make an analysis
