SUBJECT: RESOLUTION AUTHORIZING AN OPERATING AGREEMENT WITH OPERATION DIGNITY, INC. AND FUNDING AGREEMENTS WITH ALAMEDA COUNTY AND THE CITY OF BERKELEY AND A LEASE WITH THE OAKLAND BASE REUSE AUTHORITYAS NECESSARY TO ESTABLISH A TEMPORARY WINTER SHELTER AT THE OAKLAND ARMY BASE, AND ALLOCATING FUNDS FOR SHELTER OPERATIONS
SUMMARY
The Measure H Charter Amendment, which was passed by the voters at the general election of November 5, 1996, requires the City Auditor to prepare impartial financial analyses of major expenditures prior to their approval.
Since our Office lost one of its six positions through Council mandate, and we received eleven Proposed Resolutions that were due to the City Manager by October 2, 2003, we did not have enough staff to make an analysis of this Proposed Resolution by the due date. Accordingly, and based on a preliminary risk assessment, we have drawn no conclusions and make no recommendations regarding it.
