Auditor Ruby assumed office as Oakland's elected City Auditor on January 1, 2007. She is a Certified Public Accountant who began her career with Deloitte & Touche. Paige Alderete
Assistant City Auditor

Paige is a rising star within the government audit community and joins the City Auditor's Office with a solid track record of identifying waste and efficiency in government operations and contracts. She was formerly an audit manager with the City and County of San Francisco, where she oversaw $7 million in recoveries that included $4.5 million in recuperated funds for the city. Paige managed the Office Depot performance audit, which was awarded the Association of Local Government Auditor's 2009 Gold Knighton Award in the large shop category. Paige has also worked in performance auditing for the City of Seattle and has served as elected vice president and board member for an international, philanthropic LBGT non-profit. Paige holds a Master of Public Administration from the University of Washington, Evans School of Public Affairs, and Bachelor of Arts in Political Science from Reed College.

Sharon Ball, CFE
Fraud, Waste + Abuse Prevention Program Manager

Sharon has more than 35 years of auditing, investigation and program management experience in both the public and private sector. She was formerly an auditor with the U.S. Government Accountability Office (GAO) and recently served in numerous capacities for the Department of Energy and the Lawrence Livermore National Laboratory. Sharon holds a Bachelor of Arts in Mathematics from the College of New Rochelle.

Cherry Chang
Senior Performance Auditor

Cherry is a CIA and CISA with more than 7 years of auditing experience in both public and private sectors, including 4 years with KPMG where she worked with various Federal agencies.  Formerly, she was the audit manager for a Bay area non-profit, responsible for the organization’s internal audit functions. She holds a Master in Business Administration from University of Texas, Austin and a Bachelor's degree in Management Information Systems from the University of Virginia.

Maya Collins
Receptionist to the City Auditor

Maya serves as the principal point of contact for Auditor Ruby's scheduling and is responsible for the Office's Accounts Payable and other general adminstration duties. Maya joined the City Auditor's Office in late 2010 and is a graduate of the University of California, Santa Barbara.

Donna M. Crume, CPA, CFE
TCSE Senior Performance Auditor

Donna is an experienced financial and performance auditor with 14 years of auditing, investigating and program management experience in both public and private sectors. She spent 2 years with Macias, Gini, and O’Connell where she worked with various local government agencies conducting financial and compliance audits.  Most recently, she was an auditor for the City & County of San Francisco Controller's Office City Services Auditor Division for 8 years where she performed various performance audits, investigations, and managed the City’s Whistleblower program. She holds a Bachelor of Science degree in Business Administration with an emphasis in Accounting from California State University East Bay. Donna is an avid reader and enjoys spending time on the Sonoma County coast.

Philip K. Lim 
Performance Auditor

Philip has been an auditor in the Office of the City Auditor since 2003. Before joining the City of Oakland, Philip worked at PricewaterhouseCoopers as an associate. Philip holds a Bachelor of Arts in Economics from the University of California Berkeley.

Marti Paschal  
Executive Assistant to the City Auditor

Marti came to the City Auditor's Office from San  Francisco General Hospital (SFGH), where she worked  for four years as the Director of Administrative Operations. Prior  to SFGH, she spent three years as an associate performance analyst with the City & County of San Francisco Controller's Office City Services Auditor Division, where she participated in performance audits and technical assistance projects. Marti has also worked as a legislative aide to the San Francisco Board of Supervisors and practiced law as a public agency attorney. Marti has a J.D. from Stanford Law School and a B.A. in urban affairs from Barnard College.

Melanie holds a degree in Business Administration from the Haas School of Business at UC Berkeley and has four years auditing experience. She joined the Office after working at PricewaterhouseCoopers. An Oakland resident for five years, she enjoys being a part of a team that is making a difference in the City of Oakland.

Rose Sutton, MPP
TCSE Performance Auditor 

Rose is a young and passionate contract auditor with a strong policy design and analysis background. Her previous work includes evaluating educational programs for the Oakland Housing Authority and drafting policy for the Emeryville Center for Community Life: Community Benefits Agreement. Rose is a team player who thrives on creating engaging creative solutions, is deadline orientated and has the ability to produce clear and concise reports. Above all else, she is thrilled to be working for the Oakland City Auditor.  Rose holds a Master of Public Policy from Mills College, and Bachelor of Science in Sociology from Northern Arizona University.

Tracy Yarlott-Davis, MPP
Performance Auditor

Tracy, a longtime Oakland resident, holds both a BA in Sociology and Masters in Public Policy from Mills College. Prior to joining the City Auditor's office, she worked in both programming and auditing for Alameda County Social Services, the Bureau Audits, and the San Francisco SPCA. In her free time, Tracy trains and competes in Flyball, Dock Diving, and Agility with her dogs.

Carlos Carbajal
Master Fellow

Carlos, a San Francisco native, holds a J.D. from the University of California, Hastings College of the Law, and a B.A. from the University of California, Davis. Prior to joining the City Auditor’s office, Carlos worked as a certified clerk for the District Attorney’s office of San Francisco, and for the Superior Court of Martinez. Before law school, Carlos worked as a Financial Consultant with Wells Fargo in San Francisco, and as a Sommelier in several San Francisco Restaurants. In his spare time, Carlos is an avid tennis player and captains and coaches both men’s and women’s tennis teams.

Patricia Parker
Master Fellow

Patricia hails from Chicago and Southern California but considers herself a “Bay Area Neo-Native.”  She holds a J.D. from McGeorge School of Law.  Patricia began her career as an Annual Research Attorney (Criminal Division) with the California Supreme Court and then served as a Supervising Research Attorney with the Alameda County Superior Court (Civil Law & Motion and CEQA Specialist).  Patricia left research work for litigation - representing public entities, such as school districts, cities and counties.  For the last four years, Patricia has served as a consultant for the San Francisco Public Utilities Commission’s Water System Improvement Program, serving as Field Contracts Administrator for the San Joaquin Region.  Patricia’s developing passion over the course of her career has become improving government and restoring trust and credibility into our vitally important public institutions.
