Carlos Hickerson, CPA, CIA, MBA
In this role, Carlos helps the department meet the audit plan goals and objectives, builds and develops a professional audit staff and looks to maximize the impact the City Auditor Department has for the residents of Oakland.
Carlos has an extensive professional background in a wide range of industries. His consulting experience is in the areas of internal audit, compliance program development, process improvement, technical implementation project management, executive search, and interim management.
Alessia Dempsey, CIA, MSA
Alessia manages performance audits, provides guidance to audit staff, and assists the City Auditor in developing and updating internal audit work papers and templates, including the audit manual.
She has 15 years of audit experience in both the public and the private sector. Before joining the City of Oakland, Alessia was a Senior Auditor at AAA Northern California, Nevada & Utah. Her previous experience includes Senior Internal Auditor at Massachusetts Turnpike Authority and MassDOT, Senior Internal Auditor at Boston Financial Data Services, and Audit Staff at Ernst & Young. Her expertise is in conducting operational and compliance audits, information technology audits, and financial statement audits.
Alessia is a Certified Internal Auditor. She has Masters (MSA) degree in Accounting and BA in Psychology from Stonehill College in Massachusetts.
Alessia is from Italy, has a 3-year-old child, and loves to travel.
Dena Shupe, MPP
Dena supports the City Auditor with all administrative, financial, and operational activities, including managing staff, overseeing projects, and maintaining inter- and cross-departmental relationships within the City of Oakland.
Dena brings years of management experience, policy skills, and a passion for equity, collaboration, and inclusion. Prior to attending graduate school, she managed a law firm in Berkeley for several years. She was also a program coordinator for the University of Berkeley’s Institute of International Studies, managing the Workshop on Environmental Politics Program.
She holds a Master’s in Public Policy from Mills College with an academic focus on racial equity and increasing community participation in policy-making, and a BA in Peace and Conflict Studies from the University of California, Berkeley.
Orsolya (Orshi) Kovesdi, MBA
Orshi is responsible for planning, executing, and reporting on operational and mandated performance audits.
Orshi is a financial professional with over ten years of experience in auditing. She specializes in compliance, collateral, operational and financial audits in both private and governmental sectors. Her also has extensive experience in administrative operations and data analytics.
She holds an MBA in Finance from the University of Hartford and BA in Business Studies from Oxford Brookes University, in association with the International Business School in Budapest, Hungary, and minor in Marketing.
Mark Carnes, CFP
Mark plans and leads performance audits on City processes and compliance with legislation. In addition, he is the lead analyst for the Whistleblower Program, conducting research and analysis to support case resolutions for management.
Mark has 15 years of professional experience in the financial services industry. Before joining the City Auditor's’ office, he was an independent contractor specializing in performance and operational audits, research, and tax preparation. Prior to that, he worked as a Commissions Accounting Specialist for Protected Investors of America.
Mark has a BS in Mass Communications from Boston University. He holds a Certificate in Financial Planning and is studying to obtain a Certified Fraud Examiner certification.
In her current role, Jennifer assists in conducting audits of City operations and financial analyses of proposed ballot measures.
Jennifer has been with the City Auditor’s office for over two years. Prior to this, she interned with the City of Oakland's Housing and Community Development Department, helping residents with housing-related issues.
Jennifer attended the University of Arizona where she received a BA in Economics and minors in Spanish and Communications. While attending the U of A, she was a Research Assistant in the Sociology Department.
Jennifer grew up in the San Francisco Bay Area, and in her free time enjoys rock climbing, traveling, and spending time with family and friends.
As the Administrative Assistant, Randy does a little of bit of everything - from managing the City Auditor's busy calendar, coordinating logistics for all meetings, events, and engagements, to managing department billing and purchasing activities.
He comes to the City Auditor’s Office with rich professional experience in a wide range of private industries, including software publishing, nonprofit art galleries, and audio-video technology, specializing in client support, sales, brand marketing, and administration.
Randy is a graduate of the College of Charleston and holds a BA in Arts Management, Psychology.
